Kashmir for International Travellers: What to Sort Out Before You Fly

Kashmir is open to visitors from abroad, and the main valley needs no special permit. A few things work differently from the rest of India. Here is what to plan for.

Quick Answer

Foreign visitors can travel to Kashmir on an Indian tourist visa or e-Visa; no separate permit is needed for Srinagar, Gulmarg, Pahalgam, Sonamarg and the other main tourist areas. Border areas such as Gurez, Keran and Teetwal, and parts of Ladakh, have extra rules for foreign nationals, so check before booking. There are no regular international flights to Srinagar: fly into Delhi or Mumbai, clear immigration, and take a domestic flight to Srinagar (SXR). Prepaid SIM cards issued outside Jammu and Kashmir, including airport tourist SIMs, do not work in Kashmir. Hotels register foreign guests with the authorities, so carry your passport and visa.

Visa and permits

  • Visa: most nationalities can apply for an Indian e-Visa online before travel. The tourist e-Visa covers Jammu and Kashmir. A few nationalities are not eligible for the e-Visa and need a regular visa from an Indian mission; check the official Indian visa website for your passport.
  • Main tourist areas: no separate permit for Srinagar, Gulmarg, Pahalgam, Sonamarg, Doodhpathri or Yusmarg. Carry your passport and visa; you will show them at hotels and some checkpoints.
  • Border areas: Gurez, Keran, Machil, Teetwal and other areas near the Line of Control have extra rules for foreign nationals. Ask us before planning them.
  • Ladakh: foreign nationals need a Protected Area Permit for areas such as Nubra Valley and Pangong Tso, arranged through a registered agent. Leh town itself needs no permit.

Travel advice and insurance

Read your own government's travel advice for Jammu and Kashmir before booking, and confirm that your travel insurance covers the areas you will visit. Some advisories affect insurance cover. Our Kashmir safety guide explains the situation on the ground.

Getting to Kashmir

Srinagar International Airport (SXR) has no regular international flights at present. Fly into Delhi (DEL) or Mumbai (BOM), clear immigration and customs, and take a domestic flight to Srinagar. Delhi to Srinagar is about an hour and a half, with many flights a day. After a long-haul journey, a night in Delhi or a rest day on a Dal Lake houseboat on arrival makes the trip much easier.

You can also travel overland: by train to Jammu or Katra and on by the Vande Bharat train to Srinagar, or by road from Jammu. See how to reach Kashmir for every route.

Phones and internet

This is the one that catches most visitors out. Prepaid mobile connections issued outside Jammu and Kashmir do not work in Kashmir. Indian tourist SIMs sold at Delhi and Mumbai airports are prepaid, so they stop working when you arrive. Postpaid international roaming from your home operator usually works; check with your operator before you travel. Hotels and houseboats in Srinagar commonly have Wi-Fi.

Money: cash, cards and UPI

  • UPI, the Indian mobile payment system, needs an Indian bank account, so most foreign visitors pay by card or cash.
  • International cards work at most ATMs in Srinagar and at hotels and larger shops. Draw rupees in Srinagar; ATMs in Gulmarg and Pahalgam are few and can run dry.
  • Pony rides, local union taxis, small dhabas and tips are paid in cash.
  • Monuments run by the Archaeological Survey of India charge foreign nationals a higher entry fee than Indian citizens.

More: cash, ATMs and UPI in Kashmir.

Hotel registration and documents

Indian law requires hotels, guest houses and houseboats to register foreign guests with the immigration authorities. At check-in you will be asked for your passport and visa, which are copied for this purpose. Keep your passport with you while travelling between towns, as it may be checked on the road.

Kashmir seasons for international visitors

Most international visitors stay seven to eight days: two nights in Srinagar (including a houseboat), and nights in Gulmarg and Pahalgam, with a day trip to Sonamarg. Many add Ladakh in summer or a few days in Delhi and Agra. See the best time to visit Kashmir.

Respecting local customs

Kashmir is a conservative, largely Muslim society and a very hospitable one. Dress modestly, especially at shrines and in the Old City; women should carry a scarf for mosques and shrines. Ask before photographing people. During Ramadan, eat and drink discreetly in public during the day. See Kashmir culture and heritage.
